Would there be an exception for beef bought directly from a farmer? Would a waiting period be required before getting a steak from the butcher?<BR/><BR/>It's an interesting question because limits often lead to black markets. Would people bake illegal cakes, if junk food was outlawed? Would law abiding citizens conspire to make bathtub soft drinks?
